Dubai Limits Bachelor Shared Housing to Designated Zones Only

Dubai Municipality restricts bachelor shared housing to specific areas, banning it on major tourist and commercial roads with a 2027 compliance deadline.

Dubai Limits Bachelor Shared Housing to Designated Zones Only

Dubai Municipality has announced that shared housing, including bachelor accommodations, will only be permitted in designated zones approved by the authority. This policy excludes major tourist and commercial streets where only family shared housing is allowed.

The restricted roads include Bani Yas Road, Sheikh Zayed Road, Jumeirah Road, and Al Wasl Road. Residents in these areas are prohibited from sharing rooms with unrelated individuals or single workers.

The approved zones for shared housing were determined through urban planning studies and analyses conducted by the municipality. A recently published guide outlines the technical standards and requirements for shared housing developments.

Prospective tenants and landlords must verify whether their properties fall within the authorized zones before renting or offering shared accommodation. These regulations aim to preserve the quality of life in residential neighborhoods.

The rules apply to both new constructions and existing buildings that have been modified to accommodate shared housing. Developers and property owners are required to comply with the new standards by September 8, 2027.

Earlier this year, a law was introduced to regulate shared housing management and occupancy in Dubai. It establishes clear guidelines for permits, leasing, and safety measures to protect residents and property owners, while addressing issues such as overcrowding and informal housing. Violations of the law can result in fines ranging from Dh500 to Dh500,000.

The shared housing framework categorizes accommodations into two types: individual housing and family housing. Individual housing refers to shared living arrangements among unrelated individuals within a single property unit or room, including shared use of kitchens, bathrooms, and common areas. Family housing involves multiple families sharing a property unit with similar shared facilities.

These shared accommodations can be located in residential apartment buildings, as well as detached or attached villas.

The municipality's circular also specifies occupancy and planning criteria, such as minimum space requirements per occupant in bedrooms, shared kitchen and bathroom provisions, and health facility ratios. Additionally, it details administrative fees and procedures for modification requests, which complement existing building planning regulations.
