UAE Sets Minimum Age of 15 for E-Scooter Riders in New Traffic Rules

Starting January 1, 2027, the United Arab Emirates will enforce new traffic regulations that establish a minimum age of 15 for individuals seeking permits to operate electric scooters. These updated rules also mandate registration, three-year permits, and enhanced safety measures for various personal mobility devices.

The new executive regulations, part of the UAE Traffic and Road Law, categorize personal mobility devices into six types: conventional bicycles, electric bicycles, electric scooters, small motorised bikes, skateboards, and mobility aids for elderly and disabled individuals. They outline requirements for registration, operation, and designated route usage.

Applicants for permits covering electric scooters, electric bicycles, and small motorised bikes must be at least 15 years old. These permits will be valid for three years and are renewable. Small motorised bikes are defined as vehicles powered by conventional or electric motors with engine capacities up to 50cc and maximum speeds of 45 kilometers per hour.

The regulations prohibit riders from using roads designated for motor vehicles, restricting them to approved routes determined by licensing or traffic authorities. Compliance with speed limits and traffic instructions is mandatory.

Enhanced safety standards include requirements for front lights to improve visibility at night, rear red lights connected to braking systems, audible warning devices, and brakes on at least the rear wheel. Tyres must be securely fitted and roadworthy, and wheel spokes and other components must be properly secured to ensure safe operation.

These rules also apply to personal mobility devices provided by commercial rental operators. Riders must register their devices where required and obtain the appropriate permits before use.

Additionally, the regulations clarify pedestrian crossing signals for both pedestrians and personal mobility users: a red light prohibits crossing, a green light allows crossing, and a flashing green light means no new crossings should begin, though those already crossing may continue.

These measures aim to enhance road safety, regulate the increasing use of personal mobility devices, and reduce risks for pedestrians, riders, and motorists throughout the UAE.
