UAE Sets Minimum Age of 15 for E-Scooter Permits Starting 2027
From January 1, 2027, UAE requires e-scooter permits with a minimum age of 15 and outlines safety and usage rules.
The United Arab Emirates will enforce new federal traffic regulations beginning January 1, 2027, mandating permits for electric scooter users and establishing a minimum age of 15 for applicants.
According to Cabinet Resolution No. 174 of 2026, these permits will be valid for three years and apply to various personal mobility devices, including electric scooters, electric bicycles, and mopeds. The resolution details requirements for registration, safety equipment, designated routes, and adherence to traffic signals.
Permit and Registration Requirements
All users of personal mobility devices must obtain a permit from the relevant licensing authority before operating their vehicles. Additionally, these devices must be registered following procedures set by licensing or traffic authorities. While the federal regulations set the minimum age at 15, Dubai currently prohibits e-scooter use by individuals under 16, and the new law does not clarify how these rules will be reconciled.
Traffic Signal Compliance
Riders are required to obey traffic signals, with explicit prohibitions against crossing intersections on a red light. Crossing is permitted when the light turns green, but riders must not begin crossing once the green light starts flashing. Those already crossing during the green phase may complete their movement.
Safety Equipment Standards
The regulations impose technical standards for electric scooters, including the installation of a front headlight for nighttime visibility, a rear light, and a red brake light that activates upon braking. Scooters must also have an audible warning device on the handlebars and brakes on at least the rear wheel. Tires must be securely fitted and appropriate for use, with properly tensioned and secured wheel spokes where applicable. Licensing authorities retain the ability to introduce further safety requirements as needed.
Designated Routes and Usage Restrictions
Electric scooter riders are required to use only routes designated by licensing or traffic authorities and must comply with posted speed limits. The use of e-scooters on roads designated for motor vehicles is prohibited. These rules apply equally to privately owned and commercially rented devices.
Definition and Safety Concerns
The new regulations define an electric scooter as a device with two or more wheels, powered by an electric motor, operable in either a standing or seated position.
The introduction of these federal rules follows increasing safety concerns. Data analyzed by RoadSafetyUAE from the Ministry of Interior indicates that major e-scooter accidents rose by 97% in 2025 compared to the previous year. A survey of over 1,000 residents found that 93% had observed unsafe or reckless e-scooter riding, and 89% had seen riders in unauthorized areas. Despite these issues, 60% of respondents acknowledged the importance of e-scooters as a transportation option.
