UAE to Require Tests for Driving Licences Expired Over 10 Years from 2027

UAE to Require Tests for Driving Licences Expired Over 10 Years from 2027

Starting January 1, 2027, drivers in the UAE whose driving licences have been expired for more than 10 years will need to pass both theory and practical examinations to renew their licences, according to new federal traffic regulations.

This requirement is part of Cabinet Decision No. 174 of 2026, which enforces the executive regulation of Federal Decree-Law No. 14 of 2024 concerning traffic rules. Article 76 specifically addresses the reassessment and rehabilitation of drivers whose licences have not been renewed for over a decade from the expiry date.

The regulation clarifies that the 10-year period refers to the time elapsed since the licence expired, not the original issuance date. The Federal Traffic Council will determine the minimum scope of theory and practical tests required for these renewals.

The new rule does not mandate a full beginner driving course or specify compulsory training hours for those renewing long-expired licences.

Dubai's Roads and Transport Authority (RTA) currently requires an evaluation test for licences expired beyond 10 years, although this assessment may differ from the federal theory and practical tests now stipulated.

Additionally, the regulation extends the maximum validity period for learner driving permits to six months, up from the previous three months under Ministerial Resolution No. 130 of 1997. These permits remain renewable, but the law does not require every permit to be issued for the full six months automatically.

Article 82 of the regulation mandates that all learner drivers must hold a valid learner permit issued by the licensing authority. Driving instructors must also have appropriate permits and authorisations. During instruction, only the learner and instructor are allowed in the vehicle, and learners may not drive on roads in populated areas unless the instructor confirms they can safely control the vehicle.

What this means for you

  • Drivers with licences expired for over 10 years must pass theory and practical tests to renew starting 2027.
  • Learner permits can now be issued for up to six months and are renewable.
  • Only authorised instructors and learners may be in the vehicle during driving lessons.
  • Learners cannot drive in populated areas without instructor approval of vehicle control.
