UAE Acts Against 377 Fake Emiratisation Cases in Private Sector in 2026

The Ministry of Human Resources and Emiratisation (MoHRE) has reported 377 instances of fake Emiratisation involving 266 private-sector companies during the first half of 2026.

According to the ministry, these cases represent isolated negative practices and do not indicate a widespread issue within the UAE labour market. It has called on companies and Emirati nationals to adhere to Emiratisation policies and to report any suspected violations through its hotline, smart application, or website.

Fake Emiratisation occurs when companies hire UAE nationals and register them as employees solely to fulfill Emiratisation quotas, without providing them with actual job responsibilities. Although employment contracts may be signed, the employees do not perform genuine work.

MoHRE highlighted that such practices can distort labour market data and Emiratisation statistics, misuse resources and incentives intended for genuine employment, and deny serious jobseekers real opportunities for employment and career growth. Furthermore, it can place companies that legitimately invest in recruiting and developing Emirati talent at a disadvantage.

The ministry emphasized that the purpose of Emiratisation policies is to develop a productive and sustainable Emirati workforce within the private sector, enabling citizens to contribute meaningfully to the UAE's economic and developmental progress, particularly in priority sectors.

In comparison, during the first half of 2025, MoHRE detected 405 cases of fake Emiratisation in private companies and took legal measures against those involved. The government enforces a zero-tolerance stance on such violations. For instance, last year a company was fined Dh10 million after appointing 113 citizens to fictitious positions to circumvent Emiratisation targets.

MoHRE noted that field inspections combined with its digital monitoring system have been instrumental in uncovering these violations. The ministry reaffirmed its commitment to taking strict action against companies that do not comply with Emiratisation laws and regulations.
