Dubai to Pilot New Nol-Jaywan Card Integrating Transport and Payment Services

Dubai launches pilot for Nol-Jaywan cards this November, merging public transport access with national payment services.

Dubai to Pilot New Nol-Jaywan Card Integrating Transport and Payment Services

Dubai's Roads and Transport Authority (RTA) will initiate a pilot program this November for a new Nol-Jaywan card, combining public transport access with expanded digital payment capabilities.

The RTA has partnered with Al Etihad Payments, a subsidiary of the UAE Central Bank, to roll out the card in phases. This new card integrates the existing Nol system, used for public transport payments, with Jaywan, the UAE's national card payment scheme designed for everyday purchases and online transactions.

About Jaywan Payment Scheme

Jaywan is a locally operated payment system launched nationwide in July 2026. It was developed through collaboration between Al Etihad Payments and NPCI International Payments Limited, the international branch of India's National Payments Corporation of India, utilizing technology from India's RuPay system.

The scheme has been gaining traction across the UAE, with Etihad Airways starting to accept Jaywan for online flight bookings in August, followed by Emirates in September.

Features of the Nol-Jaywan Card

The combined Nol-Jaywan card will allow users to access public transport services including taxis and public parking while also enabling payments at participating retail outlets and online platforms.

Cardholders will be able to activate and manage their cards digitally via Android and iOS smartphones. The card supports both public and private transport services and offers access to over 120 promotional offers and discounts.

This initiative is part of the RTA's efforts to upgrade the Nol system using account-based ticketing technology, enhancing connectivity across transport modes and broadening payment options.

Details regarding the full public release, replacement of existing Nol cards, and participating businesses for Jaywan payments have not yet been disclosed.

Statements from Officials

Mattar Al Tayer, RTA's director general and chairman, emphasized that the new card represents a significant advancement in linking transport with everyday financial services. He noted that the RTA is collaborating with national and private sectors to expand payment options, aiming to improve service efficiency and promote digital payment adoption.

Saif Humaid Al Dhaheri, assistant governor for Banking Operations at the Central Bank and chairman of Al Etihad Payments, highlighted that the integration of Jaywan with Nol cards will create a secure and flexible financial environment. He stated, "We are not merely introducing a new payment method, we are establishing a flexible and secure financial environment that connects key sectors and helps accelerate the transition towards a sustainable digital economy." Al Dhaheri also mentioned plans for gradual expansion of Jaywan acceptance both within the UAE and internationally.
